HVTBL is a community-based youth basketball league. Participating programs, teams, and their players must represent a defined municipality or school district and serve the youth basketball players of that area. As a general rule, we recognize only one community-based program for each geographic area and will not accept teams with players from multiple jurisdictions.
Post office designations are not relevant. We will base eligibility determinations upon actual municipal or school district borders.
Recruiting, forum shopping, and other forms of player movement across boundaries are strictly prohibited.
All programs must hold open tryouts such that all residents of the jurisdiction have a bona fide opportunity to participate.
The League may approve limited exceptions when necessary to provide participation opportunities for players in communities lacking a viable travel basketball program.
We reserve the right to review team and player eligibility and make final determinations regarding participation.
